“Surgeon's cuffs” or jackets with functioning buttons, became obsolete with mass production of clothing in the 20th century. And although the origin isn’t truly known why men’s suits have buttons on the sleeves one story is that Frederick the Great, in the mid 1700's, had the buttons sewn on to keep his soldiers from wiping their noses on the jacket sleeves.
